Dear friends of Truth and Justice for Rwanda,
In order to think about lobbying our governments and non governmental organizations by linking financial aid to Rwanda and respect of human rights there, let us make a short review about the incredible high US and international financial aid to the State of Rwanda! This review is not exhaustive, the goal of my short study being to give a general idea of the item where we can actively act.
1/ The United States Government has provided over $1,034,000,000 billion (USD) in United States taxpayer-funded foreign assistance to Rwanda for the fiscal years 2000-2010 (10 years). 4/ For the fiscal year 2009-2010, the Rwandan states financial expenses amounted 812,391,029, 798 RWF = 1,399,467,751 USD (Source, Musoni, MINIFIN). That means practically that 17.15 % of the Rwandan state's financial expenses are covered by money coming from the pocket of the American taxpayers! It is a huge amount of money.
5/ For the fiscal years 2008-2013 (6 years), the European Union (EU) provided 300 millions € (EUR), representing 240 billion RWF (EU Amb, KGL). That means a yearly European Union aid of 60 millions USD. Practically, 3.57% of the Rwandan state's financial expenses are covered by money coming from the pocket of European taxpayers.
6/ For the fiscal year 2008-2009 (1 year), Canadian (CIDA) disbursements for projects and initiatives in Rwanda amounted $ 24.85 million (CAD), that means 25.92 million USD. Practically, 3.10 % of the Rwandan state's financial expenses are covered by money coming from the pocket of European taxpayers.
7/ For the fiscal year 2003-2007 (5 years), Japan (APD) provided 216.84 million USD, that means 43.4 million USD per year.
8/ For the fiscal year 2007 (1 years), Germany provided 23 million EUR, that means 27.6 million USD per year. Practically, 1.97 % of the Rwandan state's financial expenses are covered by money coming from the pocket of German taxpayers.
9/ For the fiscal year 2007-2010 (4 years), Belgium provided 168 million USD to Rwanda, that means 42 million USD per year. Practically, 1.97 % of the Rwandan state's financial expenses are covered by money coming from the pocket of German taxpayers.
